Generally speaking surveillance products are divided into six categories which will dictate placement and effectiveness:

Need to know where someone or some thing is, has been, or will be?

In North Carolina it is illegal to install a surveillance device relying on power from  a vehicle in which they lack an ownership in

That said, many covert GPS devices are battery operated and are secured to the vehicle in a wide variety of ways.
